Security Council reviews Yemen sanctions committee’s work and expert recommendations
The committee agreed to follow up on two midterm recommendations, while further action on recommendations from later reports remained for consideration.
The United Nations Security Council received a briefing on its Yemen sanctions committee on 6 November 2026, reviewing the committee’s consideration of expert recommendations and decisions on follow-up, according to UN meeting coverage.
Latvia’s representative delivered the update for the committee chair while holding the Council presidency for November. The account covered work undertaken between 6 November 2025 and 5 November 2026 by the committee created under Security Council resolution 2140, adopted in 2014.
The committee met informally three times during that period, in May, August and October, and also handled business in writing. Those consultations covered the Panel of Experts’ midterm assessment, two reports on specific subjects and its final report.
The clearest follow-up decision concerned the midterm assessment. At the 8 May consultation, members heard the panel’s presentation and examined its two recommendations. The committee agreed to pursue follow-up on both, the Council was told.
The August consultation addressed a different set of issues. On 31 August, the panel presented two ad hoc reports required by paragraphs 15 and 16 of resolution 2801, which the Council adopted in 2025.
One report examined precursor chemicals alongside dual-use items. The other focused on the sharing of information and the capacity of states whose flags vessels fly. Members discussed several recommendations from these reports; follow-up on those directed to the committee remained for consideration.
At the final consultation of the reporting period, on 22 October, the panel presented its final report. The committee discussed all eight recommendations in that report and will consider what follow-up to undertake.
The Council President also referred to the committee’s separate annual report for 2025, identified as S/2025/826, recalling that it had been issued on 31 December.
The briefing included a count of those subject to the committee’s sanctions listing. According to the Council President, the list comprised 10 individuals and one entity on 6 November 2026.
