In a celebration on Libya's founding anniversary in Sert city to the east of Tripoli, the Libyan leader Muammar al-Qathafi stressed that his country is effectively taking part in fighting what he called world terrorism and organized crime. He stressed "any country not active in this regard will be damaging for the international community and does not win its respect.

He said that Libya has no more any hostility with any country of the world after it had solved its problems with the United States and Europe, noting thereby to compensations Libya paid for Lockerbie explosions ( 1988) and the blowing up of DC- 10 plane of the French Yuta company ( 1989).

He explained that his country has no hostility with the US and wants to be a friend for it but he ruled out this matter saying that Major powers in the world have allies, enemies and hirelings but have no friends.

Al-Qathafi considered that the UN General Assembly "is ineffective and does not work any thing except at the orders of its master the UN security council," which he described as a sword on the weak by the strong, calling for transferring the authorities of the Security Council to the General Assembly.

Al-Qathafi also called for enabling Africa to get a permanent seat in the security council and this seat to be occupied alternatively by all the four African states concerned with it, namely Egypt, South Africa, Libya and Nigeria.
