Iraqi parliament reverses itself on referundum rules

The Iraqi parliament reversed its decision in which it had changed the rules that determined how the success or failure of the referendum on the constitution is measured, in order to make it more difficult to reject the referendum.
Some 119 parliamentarians out of 147 voted for the reversal in which the word "voter" mentioned in article (c) OF ITEM (161) of the state running law would now means "a voter" who votes, as opposed to the change made several days ago to have it mean "registered voter".
In order to ensure vaster participation in the referendum within secure atmospheres, the Iraqi government announced taking strong security measures.
The spokesman for the prime minister Leith Kebbeh stressed that there were measures laid in order to encourage citizens to take part in the referendum, stressing that endorsing the constitution at the meantime does not mean that it cannot be changed in the future.
He disclosed that the UN committees working in Iraq printed five million copies of the constitution in Arabic and Kurdish languages and are being circulated on the Iraqis.
