Baath congress approves reform ideas

The Tenth Regional Congress of the Baath Arab Socialist party in SYria concluded overnight its four-day meetings with a bulk of recommendations after electing the regional leadership as well the central committee of the party in addition to members of the inspection and monitoring committee.

The congress approved reports and recommendations of the political, organizational and economic committees that drew a strategic framework for the upcoming period in Syria.

Among the most significant recommendations was revision of the emergency law and limiting its rules to crimes that affect the state security.

Recommendations called to improve the judicial authority and charged the government with putting down mechanisms in this respect.

The congress called to issue a draft law allowing national participation and revision of the elections law at the People's Assembly and local administration.

The congress urged to boost the inclination towards "The social market economy," and to complement the social and administrative project of reform as well establish mechanism and complementary plan to eradicate corruption and to stamp out waste.

It underlined importance of women's participation in decision-making and demanded the government to present a comprehensive program of reform within a timetable. It also called to review the constitution articles in a way that goes with the 10th regional congress recommendations as well put a timetable for its implementation.

It stressed the principle of separating the state from the party noting that there would be periodical meetings for the central committee with the party leadership to implement what has been taken of recommendations.

President Bashar al-Assad had delivered a speech at the conclusion of the congress in which he expressed his satisfaction over its outcome.

Spokeswoman of the congress said the president talked about the leadership and party system work mechanism noting that he drew a full plan to put these mechanisms into force and directed party fellow members to embark on implementation.

She said that President al-Assad noted that Baath party has always taken the correct decisions like its position on the Iraqi-Iranian war stressing that Arabism is a response to the masses feeling and it is a genuine Arab and cultural reality.

Answering a question about the law of emergency revision, spokeswoman of the congress said the law of emergency improvement will be through a formula that keeps safety and security as well dignity of citizens and the homeland.

The Party reelected President Bashar al-Assad as the Regional Secretary of the Baath Party.
