Originally published

Libyan leader Col. Moammar Gaddafi has made a clear response to the mediations and good offices exerted in order to reach a just solution to the Lockerbie question. He highlighted efforts made by the President of South Africa, Neslon Mandela, and Saudi Arabia's King Fahd Bin Abdul Aziz, as well as other Arab and foreign leaders.

In this respect, the Libyan president praised in a speech he delivered on Tuesday at the celebration held in Benghazi on the 22nd anniversary of the announcement of the "people's authority in Libya," all efforts exerted in this field.

Gaddafi expressed his confidence in Scottish law. He added, "Scotland does not have an aggressive intention against Libya." He stated that the Saudi leadership has sent him a delegate telling him that "matters are proceeding well" and in the context of a lasting solution to the Lockerbie incident.

Gaddafi asserted the importance that the final agreement on how to settle the incident of Lockerbie be "written."

Upon reviewing developments concerning the issue of Lockerbie, Gaddafi stressed that following the decision of the International Court of Justice, the UN Security Council will no longer be authorized in this case because it is a judicial issue according to Montreal agreement rather that a political case, as intended by the US and Britain.
