Arafat declares Hebron priority development area

Palestinian President Yasser Arafat declared the city of Hebron "a preferred development area" and ordered that residents not pay health taxes.

The decision followed previous ones that freed Palestinians living in the heart of the city who have been targeted by Jewish settlers over the past few months from paying water, electricity and property tax fees.
