Terrorism and international cooperation, Part 2

Originally published

Then comes the importance of cooperation in confronting terrorism itself, and that requires some kind of effective and positive cooperation or mutual help in police fields and the judicial domain, exchanges of information related to the subject between countries. No country could conceal any information related to terrorism from another country. This would require international mechanisms to observe and organize.

We then move to another dimension of cooperation: pursuing perpetrators of terrorist crimes and their trial, and this pursuit and trial demand mutual cooperative obligations regarding extradition, exchanging information about places where the criminal who committed the crime is hiding, and other matters related to his pursuit. Every country must provide other countries with all information which could lead to a conviction in these crimes.

This leads to another point related to the international organizations' role on both global and regional levels. Here I would like to mention that the European and American nations organizations paved the way for other international organizations in the interests of this subject. They succeeded in establishing a regional convention to prevent and confront terrorism, so the other international organizations must follow these two organizations.

Regionally, the Arab League should have a basic role in this respect. The United Nations, as an international organization that works to achieve collective and global security, has a leading mission in this matter consisting of emphasizing international cooperation between its members and engaging the services of the organization's bodies.

Another dimension of dealing with terrorism is related to the possibility of establishing an international criminal court. This matter has been the subject of studies, research and discussions in the cadre of the international law commission and several other levels, but unfortunately it has not yet reached tangible results, due to many obstacles resulting from the weakened cooperation between the states in this cadre. Cooperation requires mutual confidence and an abandonment of as many personal interests as possible to establish an international mechanism to act as a basic shield against this kind of crime.

There is one last matter: counter-arrangements against a country that commits, encourages, incites or is lenient toward terrorist acts. What are the counter arrangements that countries can join together and take to confront terrorist groups that concentrate in one country to exercise activities or launch terrorist acts in another country from its territory?

"Terrorism and intellect": in fact this is the core of the subject and the enigma, especially if we talked about terrorism with Islamic face, which will be discussed in the coming and the last story.
