Rice vows to use 'tools of diplomacy' to advance democracy

Promising to use American diplomacy to help create a balance of power that favors freedom, Condoleezza Rice is ceremonially sworn in as secretary of state. She says she will work with allies and others around the world “putting the tools of diplomacy to work to unite, strengthen and widen the community of democracies.”
