Mubarak undergoes a surgery today in Germany, authorizes his authorities to Obeid

The Egyptian Preisdent Hosni Mubarak issued on Sunday a republican decree according to which the prime minister Atef Obeid assumes constitutional and legal and constitutional authorities of the President of the republic temporarily until the return back of the President to resume his mission.

This decision, was issued, while Mubarak was heading to Germany to undergo a surgery in the backbone expected to be carried out today ( Monday) in a Munic hopsital in Germany.

The Egyptian President arrived in Germany yesterday at noon accompanied by a medical team chaired by the minister of health Muhammad Awad Taj Eddine, whom the Egyptian official news agency quoted that the " operation is simple and implies no concern."

The recent days had witnessed several rumors on the health condition of the Egyptian Preisdent after the cancelation and postponement of several official dates. The news reports also talked about Mubarak's appointment of a deputy during his medical treatment period abroad, but the Egyptian authorities denied these news and announced that the matter is confined to a routine authorization when the President travels abroad.

The Egyptian constitution states that when the President of the Republic dies or he becomes completely unable; the speaker of the parliament assumes the presidency temporarily until a new President is selected during 60 days, at the atmost.
