Qathafi to officials: you have corrupted the revolution; and are not listening and doing the citizens' will
The official Libyan news agency JANA reported yesterday that In "re-affirmation" of the role of the Libya's Leader of the Revolution Colonel Muammar al Qathafi in "the consolidation and enhancement of peoples authority, the authority of all the people and his continued encitement for the masses to practise their continued authority through peoples congresses and committees and the laying down of domestic and foreign policies of Jamahiri society without any deputisation."
JANA reported: The Leader of the Revolution yesterday met the Libyan peoples activists whom he addressed making a number of observations and guidance over the way to lay down the agenda items and the re-affirmation of the need for the actual presence of the peoples congresses, men and women, to discuss a host of fatal issues internally and externally. He stressed the need for the masses to lay down their agenda items in all seriousness and responsibility and then discuss in an enlightened manner, starting from the Basic Peoples Congress of the area then on the level of the shabiya congresses and finally by the General Peoples Congress.
The Leader of the Revolution said: In the name of God, the reason for addressing you is an attempt to rectify the practise of peoples authority because I have noticed more than once that we talks about the manner of practising authority without achieving that. It seems that when you elevate new secretaries they do not read the past minutes, nor the lectures and discussions nor the explanations of the Green Book and they make the same mistakes that were made before and then we are back to square one. So we have been obliged to cancel the first meetings related to the laying down of the agenda items of the peoples congresses and we are obliged to say once again that I have no relationship with your administrative or political issues. I am speaking about the manner in which the Basic Peoples Congresses practise authority. There is a discrepancy.
You are aware that there has been a mistake for so many years and that has continued since the establishment of Peoples Authority and no one took any notice. I, myself, was not aware of it until recently when I inspected the agenda items of the Peoples Congresses I discovered that the members of the congresses who are the whole Libyan people - when we say Peoples Congresses it means the whole Libyan people - the members of the Peoples Congresses are the adult people in Libyan society and they could shoulder responsibility.
We have discovered that they are banned and prevented from laying down internal and external policies of the Jamahiriya for which they are responsible and are requested to lay down. It is you who present the report to the Peoples Congresses and all the proposals come from the Peoples Congresses which are held annually to discuss the reports presented by various sectors.
The people who come to the Peoples Congresses do not say anything because you present, for example, a report by the Libyan Central Bank, the Peoples Audit, the court and the report for the budget. The General Peoples Committee calls for so and so. The Sectoral General Peoples Committee calls for the amendment of the law or the introduction of the law. In that manner you mess the congresses and the congresses get perplexed by your reports.
So what shall we do? Do the congresses only discuss what was presented to them? That means the people do not adopt their own agenda items and do not lay down the internal and foreign policy of the country.
We believe that when the Peoples Congresses are held without any intervention and without any reports or proposals submitted to them then they can lay down the policy. And in their first session they lay down the agenda items of the policies they want to adopt internally and externally.
When the congresses lay down their agenda items then the people say what they want and then that is drafted by the commune and by the Shabiya and then by the Great Jamahiriya and so forth. Then the final session discusses the agenda items. The congresses are free to lay down their agenda items.
Every national has to propose what he wants for the agenda items. Then the other sessions are held to discuss the agenda items. All reports and proposals from the Peoples Congresses are to be presented in the second session.
Every sector has to present his annual report to the congresses for discussion. The reports and proposals come in the second session when all the discussions are finalised over the agenda items and when the congresses ratify the agenda items. Then the discussions are held to discuss the reports, the budget and the laws. If there is a proposal for new laws or other proposals they are to be discussed. What is adoptable has to be adopted and what should be cancelled has to be cancelled.
