Moussa in Qatar, postpones visit to Kuwait
A source at the Arab League in Cairo said that its secretary general Amr Moussa will start today a visit to Qatar during which he will be holding talks with the Amir of Qatar Shaikh Hamad Bin Khalifa Al Thani, and Sheikh Hamad Bin Jasem Bin Jaber al-Thani.
The source explained that the talks will concentrate on three main topics: the future of Iraq, developments of conditions in the region after the collapse of Saddam Hussein's regime, developments of the Palestinian issue as well as means of developing the joint Arab work.
The source indicated that Mousa will not be visiting Kuwait shortly and he decided to postpone his visit maybe until the end of the elections there ( In Kuwait.
For his part, the official spokesman for the AL Hesham Youssef said that its secretary general Amr Moussa is seeking to convince the Arab states to convene a ministerial emergency meeting to discuss political files debated on the Arab and international issues, especially the Iraqi and Palestinian questions, adding that consultation are still continuous in this context.
On the other hand, diplomatic sources in Cairo noted intensive contacts being held by Egypt with several Arab states with the main objective to boost inter- Arab relations and the role played by the Arab League on the successive regional and international arenas, following the collapse of the Iraqi regime.
One Egyptian diplomat said that Cairo discussed with other Arab capitals certain ideas aiming at founding a strong Arab organization that can cope with the requirements of the phase and face the recently escalated regional challenges.
The source explained that the reforms plan Egypt seeks adoption is based on several basics, namely establishing an Arab security council including five to 7 members by periodical elections every two years with the aim of settling inter- Arab differences and imposing sanctions on any state that does not abide by the resolution of the council, and founding an Arab court of justice with the task of settling disputes among Arab states as well as between organizations, and individuals.
The source added that among these basics is also abrogating the process of unanimous voting at the level of all AL organizations including the summit and the ministerial council as well as reconsidering joint Arab economic agreements, eliminating non-trade obstacles before the flow of commodity, services, sums and individuals and establishing a mini Ministerial council to run the Arab affairs.
Worth noting that the Arab League is ineffective in resolving Arab related problems and solutions due to its limited assigned authority and the nature of the voting process in it that gives veto power decision to any one Arab state that seeks to obstruct the majority.
