The declaration of Peres-Qrei' understanding memorandum
News reports said that it was agreed in the Palestinian- Israeli security agreement held on Wednesday in Gaza to re-open Rafah crossing and facilitate the movement of the Palestinian workers and traders.
Meantime, the Israeli soldiers prevented 90 American, French and British members of the International solidarity movement from entering into Gaza through Eres crossing to voice their solidarity with the Palestinian people and opened bullet fire to disperse this group, dragged many of them on the ground after confiscating their cameras and arrested five of them, two are French.
On the other hand, while the Israeli foreign minister Shimon Peres stressed his government's cling to the policy of imposing the military siege and expansion of settlement, news reports quoted the full text of the memorandum of understanding recently made between Peres and the chairman of the Palestinian legislative council Ahmad Qrei'. Palestinian official sources said the two sides agreed to resume negotiations according to the following steps:
1.. guaranteeing a complete cease fire under the auspices of the UN and starting the implementation of the Tenet plan and Mitchell's package so as to cover fighting what is called " terrorism," gathering the weapons, ending the siege and closure, freezing settlement activities and transferring the Palestinian sums, halting acts of killing and assassination and uniting the Palestinian security forces under one leadership within six weeks.
2.. Within 8 weeks Israel recognizes the Palestinian state in the West Bank and Gaza according to UN resolutions 242 and 338, and Palestine will " recognize Israel" according to the said two UN resolutions.
3.. Final status negotiations will start between Israel and the state of Palestine in the 8th week and includes issues pertinent to gradual withdrawal from the territories of the state of Palestine until agreed upon borders and to be implemented within a period of time not to exceed 18 to 24 months. However, the final negotiations on questions relating to refugees issues and the settlements in the Palestinian territories, the security, waters and relations with other countries will expire within a time not to exceed 9 months for the Palestinian position and 12 months for the Israeli position.
