Moroccan government adopts draft bill to promote transparency of administrative decisions
The Moroccan cabinet council adopted Thursday at its weekly meeting a draft bill under which public administrations and institutions and local communities will have to substantiate their decisions.
The draft seeks to set up adequate means enabling users to check the action of the administration and enable them to get informed about the legal and regulatory reasons behind an administrative decision.
The text compels public administrations, public institutions, local communities and any other similar service to justify their administrative decisions and to note in written all details, especially the legal and objective reasons having dictated their decisions.
The draft consecrates the high royal instructions seeking to root ethical principles within the public administration and falls in the frame of the recommendations made by the national convention on the moralization of the public service, organized by the ministry of civil service and administrative reform. The convention had called for limiting public administrations' discretionary power so that administrative decisions be marked by transparency, clarity and the respect of the law.
