Al-Qaddafi proposes a peace plan to found the state of Isratin

The Libyan President Muaammar al-Qaddafi has debated before the Libyan people's general congress which started deliberations on Saturday evening and on the occasion of the 25th anniversary of the declaration of the Libyan republic in the city of Sert what he called " the White Book" in order to solve the Middle East question.
His assumption is based on the right of return for 7 million Palestinian refugees in the Diaspora, comprehensive disarmament from the ME and making elections supervised by the UN and these are to be followed by the Arab recognition of this state which he called Isratin ( as a combination of two states Israel, Philastin). The recognition should be regardless to whom rules this state ( Isratin ) "Arabs or Israelis."
Al-Qaddafi said that his initiative which will be issued later and circulated to the whole world constitutes a realistic perception for solving the Middle East question fundamentally and he built his vision on the return back of the Palestinian people, home.
The Libyan leader gave an analysis to the situation in the Middle East in which he indicated the great interaction between the Israelis and the Palestinians, considering that separating between them seem the impossible. Al-Qaddafi also counted the numerous common interests between the two people despite continued confrontation between them.
He also considered that the foundation of a Palestinian state in the West Bank and Gaza will not be a solution. He explained that the state set by the international law needs land and people, two things which are not available for the time being. A situation which made the Palestinian authority in confrontation of the Israeli forces which besiege the Palestinian President Yasser Arafat.
Al-Qaddafi said that Palestine was occupied in 1948 and now there is nothing which is called that name. He continued that according to this status, one who recognizes Israel will not recognize Palestine. He stressed that Libya will not recognize this state if it will be announced in the Palestinian territories of the West Bank and Gaza.
Al-Qaddafi defended his view regarding the " Palestinian state " by indicating to the small area of land which he said will not fit to be the home for two Palestinian and Israeli states, especially as Israel owns mass destruction weapons which are in return are not available for the Palestinians, even for the Arabs.
He considered that the foundation of what he called a " Palestinian statelet " amid these conditions would make it vulnerable to the continued threat by the side of Israel. He questioned who will prevent Israel from invading the territories of such a state ( Palestinian statelet ) if it will be established the same way Israel is doing with the Palestinian Authority.
