Barak's proposals at camp David negotiations according to Israeli dailies
Palestine-Israel, Politics, 7/20/2000

The israeli dailies on Wednesday published what they called Barak's proposals to make a settlement with the settlements.

The Israeli daily Haartez said that Barak is negotiating on an agreement which is based on three principles in harmony with the " red lines " that he had announced. These principles are.

- Jerusalem is united under the Israeli supremacy
- Israel will include the main settlement aggregations
- The return back of the Palestinian refugees only in the framework of "unifying the ranks of families," and Israel will not shoulder responsibility for problems these refugees suffered.

Against the consent of the Palestinians on these principles, Israel will approve the following
- A large scale self-rule for the Palestinians in East Jerusalem
- Palestinian Supremacy on the roads linking to the settlement which will be under a special and new legal group
- Accepting the return of 100,000 refugees to israel and giving special residence status to the Palestinians who live in the settlement aggregations.

- Haartez quoted Israeli officials as saying that Barak had explained that he expects the Palestinian President Yasser Arafat to accept the whole deal, but he is ready to delay the solution of Jerusalem and to end the Camp David Summit by a partial agreement, if it will be possible to draw a mechanism and a schedule to continue negotiations over the holy city.
