Report: French mediation in Syrian- Israeli negotiations

The Kuwaiti daily al-Qabas issued on Tuesday said that France is trying to convince Syria and Israel that there is a solution that can compromise between the Syrian sovereignty over the waters of the Golan and the difficulty of Israel's giving up these waters.
The French solution, however, is based on Syria vowing to consult with Israel or to inform it of Damascus's desire to set up dams in the Syrian Golan Heights. This solution would alleviate Barak's embarrassment before the Israeli public, especially as there are international agreements and an international law in this regard.
The paper added that purifying Syrian-Turkish relations, which is a basic precondition for accepting Turkey in the European Union, will permit both Syria and Iraq to have a solution to the issue of sharing water with Ankara fairly.
Turkey, the Kuwaiti paper added, will help in meeting Israel's needs of water and that the peace agreement may take into account that the Turkish waters will be reached to Israel through Syria after peace is established.
