Setting up Arab parliament would require reform of Arab League, speaker

The setting up of a unified Arab parliament requires the existence of an executive apparatus, and consequently the reform of the Arab League, said speaker of the Moroccan House of Representatives, Abdelouahed Radi.
Radi who took part in Beirut in the meeting of the Arab solidarity commission --stemming from the Arab Parliamentary Union (APU) and which called for the creation of a unified Arab parliament-- told MAP's bureau in Beirut, "You cannot have a legislative apparatus without an executive apparatus."
He argued that the setting up of an Arab parliament would require the reform of the Arab League to make it possible to set a body similar to the European Commission that would replace the league secretariat general.
He added that Morocco deems it necessary to associate Arab governments and states in the initiative.
The Arab solidarity commission which called for the creation of the Arab parliament said such an institution will materialize the aspirations of all Arabs and will be a step towards Arab unity.
The structure and statute of the parliament will be submitted to the APU's upcoming conference, due next February in Algeria.
The idea to create the pan-Arab legislative institution was debated during APU's 34th session, held last June in Damascus, Syria.
The APU Arab solidarity commission musters Morocco, Algeria, Egypt, Jordan, Lebanon, Palestine and Syria.
Beirut also hosted earlier this week an Arab parliamentary seminar that agreed on the principle of creating a unified Arab parliament according to the laws and constitutions of Arab countries and said the APU should be considered as the center of the unified Arab parliament.
The seminar called for equal participation by all Arab countries in the parliament and urged Arab intellectuals and media to support the idea.
