Major Moroccan unions pull out of social dialogue round
Morocco, Politics, 12/4/1999

The three major Moroccan trade unions-- CDT, UMT and UGTM-- pulled out Friday from the XIth round of social dialogue between the government and social partners.

Unions said they stalled participation following the meeting chaired Friday by premier Abderrahmane Youssoufi in Rabat with several Cabinet members attending to protest government proposals "which do not answer workers' claims," "restrictions to union rights" and the failure to "enforce provisions of the August 1, 1997 common statement."

Union leaders say no progress was achieved for workers in health, education and agriculture and that government proposals were disappointing adding brought no change from previous meetings.

Early Saturday, Employment Minister and government spokesman Khalid Alioua told MAP the pullout came as a total surprise to the government and a breach of commitments and rules of conduct in similar situations. He recalled meetings held in preparation for the round saying a new approach will be adopted in consultations between social partners.
