Moroccan ministers chairs meeting on African public service charter
Morocco-Africa, Politics, 11/23/1999
The Moroccan minister of public service and administrative reform, Aziz El Hussein, on Monday chaired at the UN offices in New York a meeting of the ministerial work group to draw up an African public service charter providing for consolidation of ethics, transparency and professionalism.
The two-day meeting is sponsored by the UN's economic and social affairs department.
The minister recalled that the decision to draft an African charter was made last December during the second meeting of African civil service ministers held in Morocco and that was attended by 34 representatives, including 24 ministers, and delegates of international organizations.
He added that development and bad governance cannot go hand in hand, and it is, therefore, necessary to grant priority to ethics and the values of transparency.
He said the charter project, which is a first step towards promoting a healthy administration, needs sustained actions and support measures adapted to each African country.
