New Moroccan education charter disclosed

The new Moroccan education charter provides elements of a new social and cultural contract between the nation and its schooling system committing all Moroccans, said in Rabat Tuesday chairman of the special education and training commission, Abdelaziz Meziane Belfkih.
The adviser to the king outlined before the press the project meant to eradicate illiteracy by 2015, provide general schooling and upgrade domestic output.
The commission prescribes non-formal education for illiterate 8-16 old children, a global strategy, adaptation of school to its environment, partnership with local councils and NGOs, incentives to make the private sector invest in pre-schooling and "positive discrimination" in favor of pre-schooling.
The project makes of education, after territorial integrity, the country's priority for the period 2000-2010 through upgrading of domestic output and quality, a more attractive school, bridging the gap between school and users and further implication of parents.
The decade will be devoted to a thorough reorganization of structures, change of attitudes and behaviors of all actors involved in the education-training system. The charter provides for overture onto modern times, anticipation, motivation for efforts, tolerance, upholding of the kingdom's sacred values and mankind's universal principles.
The project includes what Belfkih termed a "historic step" because it provides, for the first time, for the teaching of Tamazight (Berber language) in pre-school and first cycle of basic education as well as the setting up of training and research centers in the Tamazight language and culture.
