On the conflict between Eritrea and Ethiopia
Ethiopia-Eritrea, Politics, 11/3/1999

Ethiopia on Tuesday refused an Eritrean offer for the withdrawal of Eritrea's troops from areas under conflict on the joint borders, saying that Eritrea had previously proposed such a withdrawal but did not implement it.

The spokesman for the Ethiopia's government Hail Keryus said that Eritrea continues its pretending readiness to withdraw its forces from all territories it occupies but " it does not until now carry out its promises."

The spokesman added that Eritrea has to move towards action, rather than statements and to show for all its serious commitment to implementing what it had repeatedly promised.

The spokesman continued that Eritrea has to proceed in implementing the peace plan set by the African unity organization which calls for observing ceasefire under the supervision of independent observers and then the two sides to redeploy their forces from the areas under dispute before starting the process of border-demarcation between the two sides.

Ethiopia has accepted the plan, initially but it is persistent for not to implementing it unless Eritrea would first withdraw all its forces from the whole of the district its occupied from the Ethiopian territories.

On Monday, the President of Eritrea said that he is, in principle, ready to withdraw his forces to its previous positions before the war which erupted between the two countries since 18 months, "if such a withdrawal will help in ending the crisis between the two countries"
