Report: Iraqi campaign to evacuate citizens to new provinces

The Kuwaiti daily al-Rai al-Am said on Tuesday, quoting well-informed sources, that Iraqi President Saddam Hussein's government is preparing at the end of this year to implement an evacuation campaign for two million Shiite Iraqis from the population of the capital Baghdad and three million citizens from the Kurdish areas, the central Euphrates area and the south to five new provinces that were recently established.

In its Tuesday issue, the paper said that the real objective of the evacuation process is to establish "sectarian balance" through "melting millions of Kurds and Shittes into areas with Arab and Sunni majorities," adding that the evacuation process implies the establishment of five provinces: al-Sherqat, Senjar, Haditha, al-Rutbah and Naqrat al-Salman.

Al-Rai al-Am said according to these sources that some two million Iraqis will be evacuated from the suburbs of Baghdad to al-Sharqat province, adding that the tribes of al-Jabbour, Rabeiya and Bani Laam will be on top of the evacuees to al-Sharqat province, while the people of Makhmour and al-Kweir, two Kurdish cities in northern Iraq, will be taken to the new province of Sanjar and that other one million Iraqis will be taken from the capital Baghdad to the provinces of Karbalaa, al-Najaf.

The people of al-Hella, and al-Dewaneyah will be moved to the province of al-Rutbeh, and one million Iraqis will be evacuated from the provinces of al-Basra, al-Nasereyah and al-Samawa to the new province of al-Salman.
