A US work paper and the ME peace negotiations

The Paris-based al-Muharrir news has in recent issue issued items of the work paper to be proposed by the US President Bill Clinton to Syria and Israel.
The proposal will take the form of questions, and the following three are the most important. These questions as stated in the British " Foreign report" bulletin are:
-Do you agree to resume negotiations at the Wye Plantation between your two countries, which were severed in February 1996 because of the suicide Palestinian explosions campaign?
-Is Israel ready to withdraw from all occupied Syrian territories in the Golan heights against Syria's signing of a comprehensive peace agreement?
-Is Syria ready to sign a comprehensive agreement with Israel, including the establishment of an Israeli embassy in Damascus, against the withdrawal of all Israeli forces from the Golan Heights.
The weekly added that the " foreign report" bulletin quoted well-informed US sources as saying that in case the President Clinton's administration receives two positive answers from the Syrians and the Israelis, then direct negotiations will start immediately.
The Bulletin added a set schedule will be drawn for the negotiations as the following: 1. The main period to signing an Israeli- Syrian peace agreement will be within three years, including Israel's withdrawal from the Golan. 2.There might be a six-month cease fire on the Lebanese- Israeli border between the Israeli army and the Hizbullah Party.
The al-Muharrir news bulletin quoted Israeli circles in Tel Aviv as saying that Barak is determined to give relations with Syria the top priority in his comprehensive peace schedule with Lebanon and the Palestinians. The US well-informed sources have not ruled out that the Egyptian President Hosni Mubarak and possibly King Abdullah of Jordan will take part in the Wye Plantation besides President Clinton exactly as King Hussein took part in the recent Palestinian Wye River negotiations with Netanyahu.
