Gaddafi's initiative on Kosovo

Libyan leader Col. Moammar Gaddafi has appealed for halting all military operations in Kosovo and for the withdrawal of all the Serbian and NATO troops from the area.
Gaddafi called for setting up a military peacekeeping force in the region from several countries, including third world states and several NATO member states, whose participation is accepted by the Federal Republic of Yugoslavia.
Gaddafi's initiative also called for the return of all evacuees and the displaced to their homes under the supervision of the International Commission of the Red Cross or any other international commission and guaranteeing full self-rule rights for the Kosovo district within the context of countries of federal Yugoslavia.
