US: Policy toward Libya can change

US State Department Spokesman James Rubin said yesterday that the US is "very pleased that there's a step forward in Libya's actions" and reiterated that representatives of the US would be present, along with Libyan and British representatives, at an upcoming meeting with UN Secretary-General Kofi Annan to discuss Libya's compliance with UN resolutions.
He said that US policy toward Libya "can change, depending on the changed behavior of Libya."
