Palestinian Legislative Council's political statement
Palestine, Politics, 4/27/1999

At the conclusion of its meeting in Ramallah on Monday, the Palestinian Legislative Council issued a political statement in which it stressed that it will proceed toward establishing the independent Palestinian state with Jerusalem as a capital as well as taking all necessary measures and steps to attain this very objective.

The statement, however, left the door open before the possibility of postponing the declaration of the Palestinian statehood on May 4, but asserted that the provisional period, according to Oslo agreements, ends with this date.

The statement added that, "The sure guarantee for our rights does not come through concessions to Israel nor through giving Israel more time in order to violate our potentials." The statement said, "Restoration of our rights stems from a brave national decision to practice our natural role in establishing our independent state on the homeland with Jerusalem as a capital and to comply with the collective world consensus on the inevitability of establishing the Palestinian state as an non-bargained Palestinian decision and not linked to a veto from any side."

The statement called for strengthening Palestinian national unity and for immediately starting a comprehensive national dialogue in order to perpetuate the state of Palestine and to continue confrontation of the continued Israeli aggression against the Palestinian lands, people and rights.

In its statement, the council criticized the US policy. It expressed great regret over the US position, which the statement said does not carry out its due role as a Middle East peace process co-sponsor and did not prevent Israel's aggressive practices, expanded settlements, the Judaizing of Jerusalem and collective punishment against the Palestinian people.

It added that the US position did not reach recognizing the Palestinian people's right to self-determination and the establishment of their own independent state.
