Morocco-Mali, Politics, 4/23/1999

Several African countries deplore the withdrawal of Morocco from the Organization of African Unity (OAU), said speaker of the Malian National Assembly, Ali Nouhoum Diallo.

Diallo made the statement at a meeting in Rabat on Thursday with Moroccan Premier Abderrahmane Youssoufi when talks came to cover Morocco's territorial integrity and the situation prevailing in the continent.

Youssoufi hailed Mali's stand on the Sahara issue and on the kingdom's territorial integrity, stating that this stand is based on reality and conforms to U.N. resolutions.

Youssoufi expressed hope that African countries will contribute to the efforts meant to end the unfavorable situation within the African community which was triggered following the admission within the OAU in 1984 of the SADR, self-proclaimed by the Polisario, which is claiming sovereignty over the southern Moroccan provinces that were formerly under Spanish rule and that were retrieved by Morocco in 1975 under the Madrid Accords.

This admission had sparked the walk-out of founder member, Morocco, which maintained however sound and firm relations with African countries at the bilateral level. As several African countries realized the error in which they were induced by the god-fathers of the puppet "sadr," an increasing trend appeared in the continent calling for the expulsion of the Separatist gang from the OAU and the return of Morocco.

Youssoufi-Diallo talks also covered means of upgrading bilateral cooperation in the fields of tourism, agriculture, education and banking as well as the efforts made by the two countries to foster development in the continent.

The speaker of the Malian parliament also conferred with the speakers of the two chambers of the Moroccan Parliament on means of consolidating the role of the two countries' legislative bodies and coordinating their joint actions on the regional and international scenes.

The two sides stressed the need to enhance parliamentary relations at the bilateral level and at the level of the Arab-African dialogue as well.

Diallo once again hailed Morocco's attachment to the African continent despite its withdrawal from the OAU and expressed hope that the Sahara issue would be settled in line with the U.N settlement plan so that the Maghreb region assumes anew its vanguard role in cementing African ranks.
