Gaddafi accepts South Africa, Saudi guarantees to hand the two suspects

President of Libya Col. Moammar Gaddafi has announced his acceptance of guarantees proposed by King Fahd Bin Abdul Aziz of Saudi Arabia and President Nelson Mandela of South Africa on trying the two Libyans suspected of being involved in the 1988 explosion of a passenger jet over Lockerbie, Scotland.
Mandela, who is currently visiting Libya, said that Libya has agreed to hand over the suspects by April 6. Mandela added that Gaddafi authorized him to choose the date on which the suspects will be presented to the Scottish court which is to convene in Holland.
In an address delivered by Gaddafi and broadcast by Libyan television Gaddafi said that he, Mandela and the Saudi ambassador in Washington, Prince Bandar, agreed on the basic issues: ending the sanctions imposed on Libya and imprisoning the Libyan suspects if they are convicted.
UN Secretary General Kofi Annan said he received a letter from Omar Mustafa Muntasser, Secretary of the Libyan General People's Committee of the People's Bureau for Foreign Liaison and International Cooperation (foreign minister), confirming that an agreement had been reached on handing over the suspects.
Annan said he shared the letter with the UN Security Council and thanked those who helped reach the agreement.
