Morocco, Politics, 3/4/1999
King Hassan II on Wednesday said education, justice, administration and employment are top priority issues that Morocco should immediately take up.
In a speech to the nation on the occasion of Throne Day (March 3), which marks this year the 38th anniversary of the sovereign's enthronement, King Hassan II called on the nation to set itself with determination to reform the education sector.
He recalled, in this regard, his decision to set up an ad-hoc commission that will propose a project to reform education and training.
This reform, he said, should be operated according to the methodology and objectives set out in a letter he will send to his advisor, Abdelaziz Meziane Belfqih, whom the king appointed as president of the ad-hoc commission.
The state and the nation, with all its components, is more than ever determined to invest all the necessary means to prepare Morocco's youth to take up competition with the same arms provided to their peers around the world and in all fields of science, technology, culture or sports.
Touching on the issue of employment, King Hassan II stressed the need to endow Morocco with a modern labor law that will spur and ensure the rights of all social partners.
"Securing the suitable atmosphere for growth and investments and lowering obstacles hindering them are the corner stones of our strategy geared towards finding lasting and wide-range solutions to the problem of employment," he said.
He further called for attracting more national and foreign investments to ensure a strong and sustained growth, while preserving the public finance balance and encouraging savings.
The sovereign also underlined the need to keep public investment at an acceptable level, enabling it to be the driving force of economic growth.
King Hassan II insisted that, "Growth should have as a major target the promotion of the humankind through a fair distribution of the fruits of this growth."
"This is the only way we can guarantee the social solidarity, necessary for the balance of the country and its development."
After having recalled the large steps Morocco covered towards the building and consolidation of the rule of law, King Hassan II said the Moroccan justice system is still called to do its best, especially in speeding up investigations and ruling on cases. He added that the justice should also go ahead with efforts to ensure more transparency and honesty for all concerned parties.
King Hassan II likewise urged carrying on the reform and modernization of the administration to enable it meet the new requirements of the national and international environments.
He stressed the need to guarantee transparency, earnestness and honesty in all administrative affairs and to completely eradicate bureaucracy.
