Egypian appeals court fines Ministry of the Interior over al-Kekhya's protection
Egypt-Libya, Judicial, 2/23/1999
The Cairo Court of Appeals on Monday issued a decision to compensate Baha al-Omari, wife of Mansour al-Kekhya, former Libyan foreign minister, with an amount of 100,000 Egyptian guineas (US $30,000) due to the lack of sufficient protection on the part of Egypt's Interior Ministry in 1994 when he was in Cairo to attend a conference for the Arab Organization on Human Rights.
The court said the verdict is based on provision 163 of civil law. Adel Amin, the lawyer for Mrs al-Kekhya, said the sentence is "fair" for his client, who does not seek to get money but for the cause of her husband to be kept in the memory and to search for him everywhere.
The lawyer added that Mrs. al-Kekhya assigned him by the end of 1994 to raise a case against the Egyptian minister of the interior at that time, Lt. Gen. Hassan al-Elfi, and asked for a compensation of 100,000 Egyptian guineas because of the disappearance of her husband from Shabrad hotel in Cairo while he was taking part in the conference of the Arab Organization for Human Rights.
On the other hand, the Arab Human Rights Organization on Monday released a book about al-Kekhya in the course of its campaign to learn the secrets of his disappearance and the documents so far filed in this regard.
