Baghdad urges for establishing an eastern alliance

In a speech boardcasted on T.V on the anniversary of Gulf war, the Iraqi President Saddam Hussein urged the eastern countries to establish a new alliance for defending its interest and maintaining balance with the current western alliance lead by the U.S.A.
Hussein did not determined the political identities of these countries and what does he precisely mean by this assembly.
