Palestinian official: there is a Palestinian security plan

Palestinian Minister of State Hassan Asfour, who took part in talks leading to the Wye agreement with Israel, said that the Palestinians have a general security plan, and that the Palestinians have generally explained this plan before the Israeli delegation and the US Central Intelligence Agency (CIA).

He added that the two sides understood the Palestinian point of view, yet Israeli Prime Minister Netanyahu "as usual was greatly shocked and felt afraid and denied that there is a specified plan for combating terrorism," yet there is a Palestinian security plan that includes all aspects of protecting Palestinian security, including banning any military actions or activities against Israel.

He also said that Netanyahu is a partner in the agreement, not in the peace process and he praised the personality of late Israeli Prime Minister Yitzhak Rabin, adding that Netanyahu doesn't believe in peace but in tension and extremism.

Meanwhile, Israeli Prime Minister Benjamin Netanyahu called on Palestinian President Yasser Arafat to act against terrorism in the wake of an attack today that claimed two lives, Netanyahu¹s media advisor said today.

The two leaders spoke by phone, and Nethanyau called on Arafat to combat terrorism. Arafat condemned the attack and said the Palestinians would take action.

Meanwhile, Hamas spiritual leader Sheikh Ahmed Yassin was placed under house arrest this afternoon by the Palestinian government.
