Crown prince calls for rule of law, transparency and sound management

Moroccan Crown Prince Sidi Mohammed stressed the need for accountability in public, private and social institutions to insure a effective integration of Morocco's economy with the international economy, and for ensuring a continued and balanced growth of the economy.
The Moroccan Crown Prince spoke of the importance of an effective auditing institution that would ensure proper application of laws and greater accountability.
Earlier in the week, Moroccan Crown Prince Sidi Mohammed stressed the need to rely on the essential values of rule of law, public accountability, transparency, efficiency and a sense of ethics to ensure sound management in public affairs.
"Sound management should revolve around the essential values," the Crown Prince said in an opening speech read on his behalf by Prince Moulay Rachid before an international symposium on the "The Role of Supreme Audit Institutions in the Governance Process."
The crown prince stressed the key role played by the supreme audit institutions. "Beyond the investigations that these institutions usually conduct..., the pertinence of their intervention and the credibility of their conclusions help the public powers to be continuously informed on the performances recorded in the management of the public institutions," he said.
The crown prince urged national officials to focus on "finding ways to allow the audit court to fulfill its mission and be up to the expectations of the authorities and the public opinion."
He added that the audit court is called to implement deep changes and reform its texts and procedures. "It should act not only as a mere control body but also as an advisor able to rapidly supply information on the conditions of implementing the appropriation bills and on the needed improvements in the management of public institutions," he said.
Participants in the symposium debated issues related to the role and place of the supreme audit institutions within state institutions, the regionalization of the supreme control and the conditions for its integration in the local setting, the supreme audit of public finances and the governance process.
Debates will provide managers and national executives with an opportunity to learn from the experiences of countries represented in the event, organizers said.
The encounter will allow the Moroccan audit court to establish or consolidate cooperation ties with other countries' audit institutions, particularly with regard to training of executive staff.
