Libyan guarantee request in Lockerbie crisis, gets international support
Libya, Politics, 9/5/1998

Libya expressed today satisfaction over the support voiced by the 12th summit of the Non-Aligned Movement in its request for negotiations on guarantees at the trial of the two Libyan suspects in the Lockerbie case.

The Durban Declaration adopted Friday at the end of the summit "has brought a clear support to Libya in its request of negotiations on guarantees for the two suspects," Libyan news agency JANA stated.

On Thursday, Lawyer Ibrahim al-Ghuil, chairman of the defense commission for the two Libyans suspected to be involved in Lockerbie incident Abdul Baset al-Miqrahi and Elamine Khaleifa Fahima, elaborated on the the kind of "guarantees" demanded by Tripoli to present the two men before a Scottish court in the Netherlands.

Al-Ghuil said these guarantees are that his clients will not be exposed to "kidnapping or evacuation to another country, if they are to be presented before the court in Holland according to proposals made by Washington and London."

He stressed the need to "reach an agreement between Libya and Holland in order to facilitate the transfer of the two Libyans from Tripoli to the Hague and the US to give up its demand to try or deliver the two men after the end of the trial, noting that there is an agreement between the US and Holland in this respect."

He also wondered about the arrangements to be made for the two men during their one-and-a-half year stay for trial in Holland, pertaining to their social life and religious practices.
