Makadishu port, harbor could not be opened

Somali warlords who control the capital, Makadishu, have failed to reopen the city's port and airport and to set up a united municipal administration as they had agreed to carry out these two measures during a period that came to an end on Thursday.
This decision, however, was taken by the four Somali warlords, Ali Mahdi Muhammad who controls northern Makadishu; Hussein Muhammad Aideed, who controls its southern area; Othman Hassan Ali known as "Atu"; and Muhammad Afrah.
The original agreement was made during peace talks held in Nairobi in mid-April under the auspices of Kenyan President Daniel Arap Moi.
