Arafat in Cairo for a speech to Arab foreign ministers

Palestinian President Yasser Arafat will deliver a speech on Tuesday before Arab foreign ministers at Arab League headquarters in their session headed by Sudanese Foreign Minister Mostafa Osman Ismael.
Arafat's speech will tackle the Israeli obstinacy towards implementing UN Security Council resolutions and the implementing agreement's signed with Palestine.
The meeting will comprise 18 ministers, all except the Somali, Yemeni and Kuwaiti foreign ministers. The ministers will hold a consultative meeting with Arab League Secretary-General Esmat Abdel Meguid before the meetings to discuss the issues suggested on the agenda.
Saudi Foreign Minister Saud al-Faisel, the head of the previous session, will deliver a speech before giving the new session to the Sudanese foreign minister. It is expected that the foreign minister will call for the suspension of the embargo imposed upon Libya until the dispute between Libya and the United States and Britain can be settled through the International Court of Justice.
The minister, will also discuss the situation in Iraq and the agreement signed between Iraq and the United Nations.
