Egypt: We want all the killers of our ambassador in Pakistan
Egypt, International, 3/13/1998

Dr. El.Taiib Sediki, Pakistan's ambassador in Cairo, said his country is incapable of controlling terrorist groups inside Afghanistan because the border region between the countries is mountainous and its inhabitants are tribes who do not adhere to any administrative system.

Pakistan is incapable of convincing these factions to hand the refugees from Afghanistan terror groups over to Pakistan, he said. There is an agreement between Egypt and Pakistan to hand over these refugees, signed after an incident in which the Egyptian ambassador in Islamabad was killed.

Egypt demanded that Pakistan hand over refugees who were involved in the attack, and some of them were actually handed over. However, there are continuing negotiations for handing the rest of the terrorist involved.
