Iraqi - Kuwaiti disagreement over sanctions report

A diplomatic source who attended the meetings of the permanent of the Arab Committee for Human Rights said there were sharp disputes between the Iraqi delegation, headed by Iraq's representative to the Arab League [AL] Nobil Negm, and the Kuwaiti delegation, headed by Kuwait's AL deputy Mogdi El-Zofiri, because Kuwait refused to include in the committee's agenda, a discussion on the effects of international sanctions on human rights in Arab nations.
The head of the committee, Saudi Arabia's AL deputy Foad Mofti, settled the dispute in Iraq's favor, relying on the league's international laws.
The source said the Iraqi report says international sanctions should not be used as a method of depriving peoples or individuals of their human rights, saying that there are three countries deeply affected by current sanctions: Iraq, Libya, and Sudan.
The report added that the sanctions imposed upon the three countries, according to item 41 of United Nations charter, should not be a permenant policy, as reflected by current policy.
The Iraqi report said Iraq was the victim of severe economic sanctions that resulted in disastrous effects, including the deaths of a million Iraqi children since the sanctions were imposed.
The committee is scheduled to discuss the Iraqi report.
