PLO sets rules of comprehensive peace

The Palestine Liberation Organization Executive Committee set the rules for any progress in the stalled peace process in the Middle East and said that without those elements being taken into account, comprehensive peace in the Middle East will remain as far as it has always been in the past:
1. Peace is based on UN Security Council Resolutions 242 and 338 which outlined the principle of land for peace, including the full Israeli withdrawal from all the Arab and Palestinian territories, including East Jerusalem, that were occupied by Israel in the June 1967 war.
2. All Jewish settlement activities and Arab land confiscation must be totally stopped since settlement and peace can never go hand in glove.
3. Full implementation of signed agreements, including the Oslo Interim Agreements and the Protocol of Hebron.
4. Full implementation of the three phases of redeployment according to the agreements and the US letter of assurances, while issues of Jerusalem, borders, refugees, settlements, water resources and other issues be left for the final status negotiations.
5. The establishment of the independent Palestinian state with Jerusalem as its capital is the basis for a comprehensive peace in the region.
