The US released a list of countries that have the capability to produce chemical or biological weapons and the means to deliver them. The US defense secretary cited dual use technology machinery as "possible to use for Castor oil" or "Chemical weapons". The list includes Syria, Iraq, and Iran. Notably absent from the list was the US and other western countries.
