Here we go again, this time its Kuwait's turn to shoot Iraqis
Iraq-Kuwait, Politics, 10/6/1997

Iraq's permanent envoy to the Arab League, Nabil Negm, submitted an official letter to the secretary-general informing him that two Kuwaiti patrol boats opened fire on Iraqi coast guards within the territorial waters of Iraq near the point No. 9. Each boat had between 4 to 6 men with machine guns.

The Iraqi envoy requested the Arab League intervene in order to stop Kuwait from such provocative actions, which violate the resolutions of the UN, the Arab League, and international law. He said that Iraq has the right to receive compensation for the damages caused by such aggressive actions. He also asked the secretary general to distribute Iraq's letter to all the members and consider it in the official documents of the Arab League.
