The Concluding Draft communique of the Arab Foreign Ministers Council
Regional, Politics, 9/20/1997

Headed by the Saudi Foreign Minister, the Arab Foreign Ministers Council condemned Israel in its concluding communique for imposing closures, detaining Palestinians, confiscating Palestinian lands, and continuation of building the settlements.

The Council declared the Arab Commitment with the peace process based on the decisions of the international legitimacy, the Security Council resolutions and the principle of land for peace. It called on the two sponsors of the peace process and all the powers of the world to pressure Israel to abide by the international agreements and resolutions, and to call on Israel to stop the coercive practices. It stressed the dangers resulting from the Israeli practices that could lead to a catastrophe in the region.

The Council confirmed that Jerusalem is an Arab city, and rejected the Israeli attempts to make demographic changes in the city that could affect its status in the final negotiations.

The Council reminded all the Arab Countries of the resolutions of the 11th Arab Summit held in 1980 regarding the procedures that should be adopted against any country that shifts its embassy to Jerusalem or that acknowledges Jerusalem as the capital of Israel. It called on Israel to abide by the resolution and agreements it signed.

Also, the Arab foreign ministers voted to allow Libyan flights, especially those carrying leaders or for humanitarian or religious reasons, to land in their territories, in defiance of UN sanctions.
