Mubarak charts strategy for the world future at international conference

The 98th session of the International Parliamentary Conference was opened yesterday attended by 138 member counties together with the UN, represented by the director of its office in Geneva.

The Egyptian president delivered a speech in the opening session in which he called on the members to perform a prominent and active role in formulating the international relations in a new and modern way that copes with the dangers and challenges facing civilization. President Mubarak confirmed that the world now has more chances and potentialities than ever in history to do this. He pointed out that the parliamentarians have great responsibilities at a time when the world is discarding the old systems that prevailed on the national and international levels for a long time. The world is adopting new systems in all aspects of life.

Mubarak addressed the parliamentarians saying "you are the conscience of the nations that voted for you to express their hopes, sufferings, dreams, fears, and their aspirations."

Mubarak asserted that the new world order with all its values, origins, and ends should be the outcome of our collective thought and our joint work in which every one of us will contribute an equal share. It should be a reflection of various views and diverse efforts due to the diversity of interests and due to the different phases of development and progress through which nations from all continents pass.

The Egyptian President added, "We are required to participate positively and actively in formulating this new system with its basis, values and rules. Work should not be solely performed by certain people, however good intentions they have and however powerful and advanced they are."

This system cannot be called world order unless all the peoples with their different civilizations participate in laying down its basis and rules at its birth, and unless these peoples have the chance to express their views without restraints or limits.

He elaborated that if some thought that a group of countries could be the sole ones to lay the basis and rules of the new world order, this would not safeguard its stability and consistency. He said, "We should realize that this controversial new world order is still in its creation and formation phase, it is not yet in its final shape. We still have the chance to change its features and rules, we will be mistaken if we think that it is over and all countries could do nothing except for following its principles and rules."

President Mubarak clarified that democracy is not only a constitutional principle and a basis of morals to safeguard the internal system of each country, it is the firm basis of local and international policies, it is a precondition for the public satisfaction and the general acceptance of the policies of all regimes. He also mentioned that the parliaments are the most efficient institutions to provide this basis.

The new world order should take into its consideration the balance between the interests of the super powers and the countries of moderate power and small countries. This order should not impose on the small countries the same responsibilities and burdens it imposes on the super powers. These super powers are grateful for the small countries for much of their wealth and advancement.

President Mubarak called for taking the third world countries into consideration when the international economic relations are formulated in the upcoming phase. The international community should not be biased in its dealing with the different countries.

He added, "If we seek to create a real world order, the advance countries of the north should put a comprehensive program to help the third world countries to develop in an active and practical way which necessitates offering materialistic and technical aids to these countries."

He called on all countries to be unanimous in their efforts for an equal and comprehensive peace, for balanced development plans, and for real democracy which every human being should apply to himself before asking others to follow it.

Equal and comprehensive peace is one that is based on legitimacy and good morals. Peace is for all peoples of the world, there is no difference between a wealthy country and a poor country. Peace should prevail between the peoples on all levels.

President Mubarak added that the peace process in the Middle East is facing many challenges and dangers. He called for firm and decisive stances that would concentrate on peace as an indispensable strategic end.

Dr. Fathy Serour, the director of the confederation of the International Parliamentary Council mentioned that the increasing tendency toward privatization and free market economies means that the world respects anew the individuality of mankind.

He added that what is required is achieving firm democracy through reconsidering the relations between the parliament and the people in supporting such a relation. He said that the case of democracy tops the values, aims and core of the responsibilities of the International Parliament Confederation since its establishment more than 50 years ago. He called for supporting and protecting young democratic systems through the challenges and difficulties they face.
