Transparency and liberty
Transparency is more important than the "Rule Of Law" because it leaves no place for misinterpretation and misrepresentation, while the "Rule Of Law" can mean just about anything you want it to be, a democratic Rule Of Law, a totalitarian Rule Of Law, a communist Rule Of Law etc. They are all laws.
