Iran: Nuclear talks should be in framework of IAEA

Iran's Secretary of Iran's Supreme National Security Council Ali Larijani said talks about Iran's nuclear program must be only in the framework of IAEA and upon a joint paradigm.

Speaking to reporters at Rome airport, Larijani called his latest negotiations with Belgian foreign minister and International Atomic Energy Agency (IAEA) Director General Muhamed ElBaradei "constructive and useful." He added, "We had long discussions with Dr. ElBaradei concerning nuclear talks and finding ways to solve the issue in a logical and wise manner."

Of course, sending the dossier to the UN Security Council and issuing a resolution, has increased the dossier's political dimension, Larijani continued.

He said, "Dr. ElBaradei and I both believe that this issue should be solved in principle in the agency, because IAEA is a supervisional body and a center of professional work in this concern."
Larijani stressed that the issue has its own complexity, but if the sides can reach an agreement upon NPT, then the talks could continue and could be constructive.

But a negotiation without a joint paradigm can lead to an unsatisfactory situation, he continued.

Larijani concluded, naturally, Non-Proliferation Treaty (NPT), IAEA's charter and regulation are the main principles of the joint paradigm.

White House Spokesman Tony SNow said today "the UN Security Council resolution has the time line for the Iranians today. We'll just have to see how they react. We'll get an IAEA report, if not today, later in the week, and at that point, we'll be meeting with our allies and figure out if we need to move forward diplomatically."

Asked "Everyone assumes that the Iranians are not going to meet the UN criteria, so what is the US preference for how to proceed," Snow said "we suspect that's probably the case, as well. So there will be follow-on diplomacy with our partners."

Russian Foreign Minister Sergei Lavrov urged today that the views of the International Atomic Energy Agency (IAEA) should be considered as a foundation for solving Iran's nuclear issue.
Lavrov made the statement at a press conference at the end of the meeting of Franco-Russian Cooperation Council for Security in Moscow.

"Russia and France believe that Iran's nuclear issue should be solved within the framework of NPT principles and based on the views of IAEA experts. "In assessment of the conditions of Iran's nuclear programs, the main goal should be to prevent violation of nuclear Non-Proliferation Treaty," he added.

He noted that the professional assessment of IAEA in this respect which have prepared the grounds for holding talks with Iranian officials should be underlined.

Lavrov said that the United Nations Security Council's (UNSC) approved resolution (1737) on Iran aims to support IAEA measures taken with regard to Iran.

For his part, the French Foreign Minister Philippe Douste-Blazy also reiterated the need to examine Iran's nuclear issue accurately and consider the possibility of discussing it with Iranian officials.

Iran's Foreign Minister Manouchehr Mottaki said today that international community should deal fairly with Iran's peaceful nuclear program. Asked on the UN Security Council resolution 1737 concerning Iran, Mottaki said Iran's concrete response to the resolution has been obvious from the beginning.

"We were against it (the resolution) for being unjudicial and politically motivated. Also, we are opposed to the nuclear case being handled by the UN Security Council," said Mottaki.

He added, "As far as suspension is concerned, we have been trying at the international level and within framework of the country's peaceful nuclear activities to convince others to look into our nuclear activities fairly."

Iran's Majlis National Security and Foreign Policy Commission Chairman Alaeddin Boroujerdi on Sunday said that neither of the proposals on Iran's nuclear issue, including that of Switzerland, will be accepted if they are based on suspension of uranium enrichment.

Iran's President Mahmoud Ahmadi-Nejad said today that the "bullying powers" who are against the country's access to nuclear technology should apologize to the Iranian nation for their past behavior and bow to the nation's greatness.

Addressing a large group of people in Astaneh Ashrafiyeh, he said the best advisable option for bullying powers on Iran's nuclear dossier is to pursue an amicable ties with the Iranian nation and be well aware that Iranians pay no attention to their frown.

"We consider our nuclear right as established and no one is authorized to trample upon the legitimate rights of the Iranian nation," he underlined. The Iranian nation has acquired nuclear technology by themselves and therefore it insists on its legitimate rights, he said.
