Qathafi suggests Arab Maghreb combines with African grouping

At the 8th summit of Cen-Sad Community that concluded Thursday evening, the Libyan leader Muammar al-Qathafi, president of the Conference of the Leaders and Head of States of the Cen-Sad Community, said that Aran Maghreb should combine with close by regional African group to allow travel without visas, and other common privilages.


Qathafi gave a speech saying:
At the end of this Cen-Sad summit, I extend to you my thanks and respect, on behalf of your Libyan brothers and sisters who have been honored by your presence in the beautiful Tripoli. We are satisfied with the positive results that we have achieved. At the same time, we have to be realistic by expressing our concern that our continent in general and the area in which the Cen-Sad is situated in particular are not so good. And I have said this in my opening speech.

We would like our relations to be friendly, so that we move on the path of integration, strengthen this friendship and benefit from it and from the close ties that link us for the interests of our citizens, for the interests of our peoples and the interests of our continent. This continent has suffered, has been enslaved, humiliated and has bled. They treated us like animals, they hunted us in the forest, took us into force labor and treated us like slaves, like animals and not like slaves only.

Our continent was isolated and has gone through difficult historical circumstances. At the same time, our continent is rich and it could be in a better position than it is in now. But the racists hate of our colour. Our color is black. This is a tide of God. God says in the Quran; "the diversity of your colors and tongues" These are signs of God. They are challenging the will of God, and treat us to a degree that now in international agreements, they say white salves or white slavery, or something of this sort, on the grounds that such a thing not familiar, and on the bases that the salves are the blacks.

Now, when they trade on athletes or footballers, and trade in children and women, and in cheap labour, in which they sell and buy between eastern Europe and Western Europe for instance, between Latin America and Europe, between Asia and the poor countries in Asia, Europe, and America. Because their color is white, they say to distinguish between them and the original slavery upon which they agree. They say, slavery and white slavery, they do not say only slavery, they do not say slavery is banned, but they say white slavery is banned, because they got used that there is no slavery but black slavery.

This make us feel the humiliation, and actually provokes the feeling of vengeance in us and a restoration of dignity, to prove our merit, and that we are not salves or animals. In the contrary Africa is the mother of humanity, the first man was found in Africa, from which he moved to other continents.

We are not poor. We have oil. We have gas. We have all the natural resources. We have water. We have rain. We have forests. We have oceans and seas. We have the human resources. We have a continent that is 23 million square meters.

They have deprived us from these capacities so that that they can loot them. Their industries and strength have been built at the expense of our continent. Thus, they treated us like salves, animals, they tied us and schedled us, they took us to put soil on their swamps and pave roads for them, build their cities, so the continent becomes at their disposal. They took it its resources and started to deplete it.

Now, we are aware of our situation. We will not be hunted down any more in the forest or in the desert. We will not be treated like animals. From now on, we will not be treated like animals, or slaves. We are treated better by them, and we are in a position that makes us feel confident in ourselves. We have succeeded in uniting our ranks and establishing these regional organizations that deal with the economy, the people's living standards, development and environment. This has led to the establishment of the great African Union which is now competing with the EU, the USA, Russia and China. We are able to turn this union into the united states of Africa, similar to the USA. This depends on our work and our resolve.

A final point, Cen-Sad is the umbrella under which the Arab Maghreb Union and West African community can be built. The Arab Maghreb has a treaty upon which it was based, the treaty for the establishment of the Arab Maghreb Union, the union is within the Cen-Sad space. A treaty that brings together West Africa ( the Economic Community of West African States) called " ECWAS" in French.

Members states of ECWAS and countries of the Arab Maghreb Union Treaty are members within Cen-Sad, this encompasses all those.

The proposal is to merger in this treaty, the Arab Maghreb Union, West African Treaty (ECWAS), and the treaty for the establishment of "Cen-Sad" and make out of them one treaty, to become one treaty, to have one presidential council, one secretariat, one bank and one identity.

All that is present in these treaties we integrate in one treaty and would not omit it. If for instance, there is no interstate customs in West Africa (ECWAS) for instance, and this is not existent in the Arab Maghreb Treaty we generalize it, we use this article and generalize it, that there is no interstate customs within the entire Cen-Sad.
If we suppose that there is no visa in the Arab Maghreb Union and the visa in ECWAS is required we make a circular that the visa within the Cen-Sad is not required - We do not mean the visa that could be subject of dispute.

If you allow, we decide that this is our wish, or agree on such merger, and then declare our intention and definite desire to integrate these three communities in one grouping and entrust the General Secretariats of the three groupings to take urgent measures to enforce this resolution.

We decide, this because we are all members of Cen-Sad, and at the same time we are members of the Arab Maghreb Union. We are members of West Africa, ECWAS, we are all members of these three organizations. We entrust the Secretariat of ECWAS and the Arab Maghreb Secretariat and the Cen-Sad Secretariat to prepare for use a draft or a draft treaty to merger these three institutions."
