On the European nuclear offer to Iran

Incentives proposed by the West to Iran would not resolve the country's nuclear case, a member of Iran's parliament National Security and Foreign Policy Commission, Hossein Sobhani-Nia, said today.

He stressed the importance of following up the case through diplomatic channels and holding negotiations on utilization of industrial-scale uranium enrichment.

"The (Europe's) new incentives are not something new. Sale of Airbus and its parts and lifting sanctions against Iran are related to the United States. Europe cannot make any decision in this regard," he said.

He added, "Establishment of a fuel bank and heavy water nuclear reactors with participation of Europe, supply of fuel to Iran by Russia and trade issues and exchanges were among the offers proposed by Europe to Iran. The proposals have no executive guarantee...The Europeans have so far proved they are not reliable. Iran has a transparent stance. We reached the irreversible point of enrichment."

Officialy, Iran's embassy in Canada yesterday cautioned European states that their incentives cannot be replaced with the country's main rights in the field of nuclear fuel.

The embassy said yesterday with respect to the issue of Europe's incentives to Iran in return for halting its nuclear activities that"If the European side is determined to settle Iran's nuclear case in a comprehensive manner and takes Iran's concerns into consideration, grounds will be naturally prepared for reaching a solution to the issue.

"Discussions on Iran's nuclear case have reached a sensitive point. Paying attention to Iran's right to access nuclear technology based on the Non-Proliferation Treaty (NPT) or ignoring it will play a determining role in accepting or rejecting Europe's nuclear proposal by Iran," the embassy said.

It added, "The Islamic Republic of Iran has repeatedly announced it does not seek rights beyond the NPT and that it should enjoy its inalienable rights based on the treaty while sticking to its commitments.

"Iran believes it has made its utmost to resolve the case peacefully and through diplomatic channels. It presented several solutions over the past months which have been ignored by Europe.

"The solutions included proposals that officially recognize Iran's right based on the NPT while providing necessary guarantees that there will be no deviations in its nuclear activities.

"Performance of the European side on Iran's nuclear case made the country doubtful about Europe's goodwill and honesty to present peaceful solutions.

"Iran has no good memory of Europe's performance in presenting proposals to settle the country's nuclear case.

"While holding negotiations with the three European states (Germany, Britain and France), Tehran met all their demands including voluntary implementation of the Additional Protocol to the NPT and suspension of all uranium enrichment and processing activities for a long time to build confidence over its peaceful nuclear program and remove concerns of the EU3.

"It was expected that Tehran's rights on peaceful nuclear activities including fuel cycle and enrichment inside its soil would be facilitated as a result of Iran's goodwill and suspension of all activities." The statement said, "But in return, Iran faced with a series of offers in August 2005 which did not point to the country's right based on the Article 4 of the NPT to access peaceful nuclear technology.

"Iran repeatedly cautioned the EU3 not to make offers which do not include the country's enrichment right because it had held talks with the three European states to conduct enrichment inside its soil without any diversion towards non-peaceful goals.

"Unfortunately, the EU3 damaged the role it could play in settling the case in a way that will satisfy all sides by ignoring Iran's inalienable rights.

"This time, the European side should pay attention to previous lessons in its new move." The statement urged the European states to present their offers and initiatives based on the following realities: - Iran's recent achievements in the field of enrichment including inauguration of the first chain of the 164 centrifuges and access to nuclear know-how are irreversible facts.

- Any new proposal to peacefully resolve the case should be based on current realities. It should officially recognize Iran's nuclear rights based on the NPT and seek ways of restoring the rights.

- Any call to suspend or halt nuclear activities is an illogical demand given Iran's full transparency in its nuclear program and the supervision of International Atomic Energy Agency (IAEA).

- Iran is still ready for understanding and interaction and holding constructive talks to reach a solution that will include two points of Iran's enrichment right and no diversion towards nuclear weapons.

- Pressure and threats against Iran will not be useful for both sides in reaching their goals. Iran is determined to restore its rights based on the NPT.

Interior Minister Mostafa Pour-Mohammadi said yesterday evening that Iran's access to peaceful nuclear energy has now created fear in the world's bullying powers.

Addressing a national congress on the role of the youth and nuclear issues, he said the nuclear success achieved by Iran can be attributed to the efforts of Iran's young scientists.

The enemies that try to prevent Iran from engaging in nuclear activities do not fear nuclear knowledge or bombs but the discovery of a new science that promotes Islamic precepts, he added.

The Islamic Revolution, by emphasizing the power of the youth, will materialize all its objectives, he said, warning enemies that their conspiracies will not hinder efforts of the Iranian people to access their nuclear objectives.
