Europeans to offer Iran advanced nuclear technology as incentive

European Union High Representative for a common foreign and security policy, Javier Solana, underlined Monday Iran's right to peaceful nuclear technology and pledged Europe' support to help Iran to get the most updated nuclear technology if Iran wins the confidence of the international community.
Solona said the European are willing to provide a nuclear reactor as, plus an economic package as an incentive for Iran to halt Uranium fuel enrichment and production. Worth noting that the issue regarding Iran is not related to owning nuclear reactors, which Iran does own, and is constructing, but rather to domestic nuclear fuel production (enrichment) for use by these reactors.
Iran has flatly said under no circumstance that it would stop nuclear enrichment.
Solona said "We have said many many times that we want to work with Iran to have a solution that is diplomatic. We have nothing against, I would like to say it clearly and loudly, Iran to use nuclear power for peaceful means."
The Europeans have failed, along with the USA, in their strong efforts to get a resolution passed by the UN Security Council against Iran that would impose sanctions or military action.
China and Russia will not support a draft resolution by the United Nations Security Council that authorizes military action or even threats to settle Iran's nuclear case, Russian Foreign Minister Sergei Lavrov said today.
Solana said the EU will present the cooperation package to Iran at the same time when the UN Security Council approves a resolution on Iran. "I do not know exactly when will be the end of the debate, but about that time in contemporary with the UN resolution" the EU will offer its package to Tehran. This can be seen as an effort to entice members of the UN Security Council to vote against Iran.
Member of Majlis National Security and Foreign Policy Commission Rashid Jalali said today "The West is now putting forward Iran's peaceful nuclear dossier step by step in UN Security Council," he said adding, "Under the current circumstances it is not possible for them to reach a consensus on Iran and that is why they have adopted a soft diplomacy against us to build up world public opinion that they are for interaction but Iran is refusing."
Iran has rejected any incentives that would requiring it to stop uranium nuclear fuel domestic production, or even a pause in such production, seeing these efforts as aimed at depriving Iran from its full rights, and making Iran dependent on foreign powers that already have shown themselves to be unreliable.
The US for example, refuses to supply spare parts for civilian planes, let alone alone being dependent on such critical technology from the European or others who are seen by some to be "playing games" and colluding to deprive Iran of developing its own technological ability and be independent from such powers.
Jalali said the West, mainly the Americans, by resort to various ploys such as intimidation, creation of bottleneck, imposing restrictions and issuing military threats, is trying to intimidate Iran.
Jalali said "Our red lines have been defined in our diplomacy that is peaceful use of nuclear technology," and if the Europeans repeat their previous offers, they would be rejected by our officials.
"As soon as Iran's first nuclear power plant comes on stream, we should make use of our own industrial products," he said, adding that the IAEA could practice its supervision over Iran's peaceful nuclear activities within the framework of NPT and this would remove all concerns.
The European Union foreign ministers ministers acknowledged on Monday Iran's rights to nuclear energy for peaceful purpose. Solona on Monday added that the Europe's support to help Iran to get the most updated nuclear technology.
Iran's Foreign Minister Manouchehr Mottaki said yesterday that Iran has decided not to forgo its nuclear rights as has been delineated in the Non-Proliferation-Treaty (NPT). Indicating to Iran having full rights to produce domestically nuclear energy fuel. He said "If Europeans' proposals disregard the two fundamental conditions, including official recognition of Iran's inalienable rights to access nuclear technology and upholding this right, it will end up facing a situation similar to their plan proposed in August 2005."
He added "In the confidence-building path, the EU3 approach proved that our rights are disregarded and that they are not honest in claiming to solve the matter peacefully. Therefore, it is up to the three European countries to go ahead with confidence-building measures."
Mottaki said "The minister said that Iran's recent achievement in enrichment and access to nuclear technology is an undeniable and irreversible fact, adding that if Europe acts according to realities, a positive prospect is predicted."
