Larsen calls for demarcating borders in Shabaa Farms

The UN delegate to Lebanon for the implementation of UN Security Council resolution 1559 has called on Syria to fully cooperate with Lebanon for the demarcation of the border in Shabaa Farms, stressing that proving the Lebanese identity of these lands can not be made by Beirut alone, according to international laws.
In a press conference held in Beirut, Terje Roed-Larsen said that Damascus has implemented the main part of the articles of this resolution which is the withdrawal of all its military and intelligence forces "but there are still other articles which require full cooperation from the Syrian government pertinent to the demarcation of borders and exchanging diplomatic representation."
He added that the issue of Shabaa Farms can not be solved but through bilateral agreement between Damascus and Beirut and the UN has no authority to border demarcation between two sovereign states. Larsen called for honoring international law on how to demarcate borders, stressing the importance that this to be made "immediately and without delay."
The UN envoy commended the inter- Lebanese dialogue which reached a common understanding on border demarcation with Syria and establishing diplomatic relations with it.
The UN considers Shabaa Farms in south Lebanon as a Syrian land occupied by Israel upon its occupation of the Golan heights in 1967. Shabaa Farms was not listed by the UN within the UN resolutions 242 concerning Syria rather within UN resolution number 425 pertinent to Israel's occupation of Lebanese lands which the UN considers as fully implemented by Israel's withdrawal from South Lebanon in May 2000.
Larsen called for merging the weapons of Hizbullah into the Lebanese army as a step similar to that of other militias after the end of civil war 1975- 1990 with a transparency permiting the government to impose its sovereignty on all its lands.
Larsen considered that the results of the Lebanese dialogue which will be resumed today indicates Lebanon's progress in the implementation of UN resolution which states to dismantle the weapons of Hizbullah and the Palestinian groups in Lebanon and the election of the President of the republic without a foreign intervention, in reference to Syria.
