On the new Palestinian government
Palestine, Politics, 3/20/2006
Immediately after receiving the ministerial formation, the Palestinian President Mahmoud Abbas announced he will discuss it first to the central committee of the PLO in a meeting to be held within two days.
He said in a press conference in Gaza that this meeting will be followed by presenting the government to the legislative council (parliament) in order to discuss the formation and to vote confidence in it, and then a presidential decree would be issued on the formation of the government in order to take official oath.
The formation of the new government is due to be submitted to the parliament in order to win confidence during the next weeks and days, after the organization of the Israeli legislative elections on March 28.
It will be easy for prime minister-designate Ismael Henya to win the confidence of the parliament especially since Hamas enjoys great majority at the council, 74 seats in addition to four allies independent seats, while it needs is a total of 67 votes in the 132 member parliament.
The People's Front For The Liberation Of Palestine refused to participate with Hamas hours before Henya handed over the formation of his government to Abbas. Member of the front's political bureau Rabbah Muhanna said that the main reason behind abstaining from participation is that there is no clear text in the Hamas program that considers the PLO a legitimate and sole representative for the Palestinian people.
